National School Lunch Program

Sylvania City Schools participates in the National School Lunch (NSL) and School Breakfast Programs (NSB). The United States Department of Agriculture administers these programs and has established guidelines that must be followed by the District.

School lunch, as it is known today, came into being in 1946 as a result of the National School Lunch Act. That law was intended to safeguard the health and well being of the nation’s children and to encourage the domestic consumption of agricultural commodities.

The School Breakfast Program began as a pilot program under the Child Nutrition Act of 1966. We currently serve breakfast in over 50% of our schools.

NSL guidelines specify the type of meal to be served and the quantities of each food that must be offered. The school lunch provides 1/3 of the recommended daily dietary allowance for children ages 6-12 and sufficient calories to provide for the energy needs of growing children. An emphasis is placed on vegetables and fresh fruit. A variety of low fat milk choices are offered daily. The nutritive value of each item is evaluated so healthy choices are available to students but still provide familiar and desired foods.

Prepay Lunch Process

Every child in Sylvania Schools has a meal account regardless whether they buy lunch from school cafeteria or not. Students can access their meal account by using their six digit student ID number.

All Sylvania Schools cafeterias use a computerized point of sale system. This system allows students to put money on account instead of paying cash each day. If you would like to prepay for your child’s meals, we can accept any amount of money either as cash or check. Please make checks payable to your child’s school cafeteria. Be sure to write your child’s name or student ID number on the check.

-         When your child comes through lunch line they either swipe, scan, or enter student ID number into a PIN pad or scanner.

-         The cashier then presses a key that brings the student’s name and account balance onto the screen.

-         The cashier then enters the items purchased and the amount is automatically deducted from the student’s balance.

-         Your child is the only one who can access his or her meal account. Any unused money stays in your child’s account even when they move to next grade including going from elementary to junior high and junior high to high school.

-         Students can still pay cash each day if they wish. They will still enter their student ID numbers into the PIN pad or scanner.

-         If a student is free or reduced, they will still need to enter their student ID number into the PIN pad or scanner. The computer system keeps track of meal sales and reports to the state accordingly.  Please be advised if your child is free or reduced, no one but the cashier will know. Other students in line don’t know whether your child has prepaid for meals or receives a free lunch.

You will find the point of sale system helpful to you. For example if you want prepay money to be used for meals only please send us a note with your payment we will enter it into the computer. Also, we can enter any dietary restrictions your child might have into our system. When the child’s information comes up on the screen this will be displayed in prominent red letters to make sure the cashier checks the child’s purchases for any offending products or predetermined spending amount.

I am confident you will find the prepay system convenient to use. Our lunch lines move faster when students take advantage of the prepay option. This gives students more time to sit down and enjoy their lunch instead of standing in line.

Weekly Lunch Money Prepay Amounts: 1 Week: 2 Weeks:

  • The school principal and the food service office will be notified if a student remains on the “courtesy” sandwich and drink for more than five days.
  • The food service office or principal will investigate the need for completion of a meal benefit form.
  • A computerized notice “charge letter” will be generated weekly in the school cafeteria, put in the teacher’s mailbox so that the student can take it home to the parent/guardian.
  • The Cafeteria Manager will provide the building Principal with a list of students that have outstanding balances at the end of each marking period.
  • When a payment is made, the students account will be credited minus the balance due.
  • All charge collections are to be handled by the cafeteria coordinator or head cashier.
  • Meal charges will not be permitted after first week of May.

Policy on Non-Sufficient Funds Checks (NSF)

To establish procedures for non-sufficient funds checks:

The Food Service Director is charged with the overall responsibility to oversee the non-sufficient funds process for checks written for food service and delegate the implementation to the individual cafeteria staff.

Once a NSF notice has been received from the bank, the following procedures are implemented:

1. The Treasurer’s Office will notify the Food Service office when a check written for food service is returned for NSF.

2. The Food Service secretary will check the student’s account balance and remove the NSF check amount, even if this puts the child’s account in the negative.

3. The Food Service Secretary will send a letter to the parent(s)/guardian informing them that they received notice from the bank regarding their account and the amount of money due.

4. The parent(s)/guardian are required to pay the amount due by cash or money order to the school cafeteria.

5. Should we receive two NSF checks from one family, it is required they pay by cash in the future. The “NO CHECK” message will be placed on the student’s account, which will display on the register as a visual reminder for the cashier.

6. If a check is given to the school cafeteria on a blocked check account, the check will be returned to parent/s or guardian with a letter reminding them that they still owe money and payment must be in the form of cash or money order.
